Raba 45 MW Solar Park Achieves Full Grid Compliance Certification from TSO

In April 2025, the 45 MW Raba solar power plant constructed by Smartecon for Sunly and connected to Estonia’s 110 kV network, received a Final Acceptance Certificate from transmission system operator Elering. The document confirms that Raba has passed every mandatory grid code compliance test, ranging from power quality to Fault-Ride-Through and is now fully cleared for commercial operation.

What Are Grid Compliance Tests and Why Are They Important?

Under the EU’s RfG (Requirements for Generators) and wider ENTSO-E network codes, large (Type D) power plants must prove they can:

  • Ride through faults up to 250 ms without tripping
  • Deliver reactive power and voltage support on demand
  • Control active power output to support grid frequency stability and minimize frequency deviations
  • Meet strict power quality limits on harmonics, flicker and unbalance
  • Exchange real time data with the TSO via secure SCADA links

Elering requires these capabilities to be verified on site. Passing the tests is a strong indicator of robust design, precise modelling and flawless commissioning. With all criteria met, Elering issued the Final Acceptance Certificate on 15 April, closing the grid compliance phase ahead of schedule.

Leading in High Voltage Renewable Energy

The Raba certification follows success at the 34 MW Heina plant, giving Smartecon two consecutive Type D solar parks fully cleared by Elering in 2025. For Sunly, Raba adds 45 MW of renewable capacity to its Baltic portfolio and demonstrates that large scale renewables can meet the highest technical standards without compromise.
